Final Cut Pro: Apply the Broadcast Safe filter last

Using the Broadcast Safe filter is a good way to ensure that the levels in your project will conform to the specifications required for television. In order for the Broadcast Safe filter to be effective and accurate when used, it should be the last filter applied to a clip or nested sequence.
Comments:
Last time I checked, the Apple broadcast safe filter correctly clips levels at the top, but does not touch such illegal values as sub-zero blacks. (This is contrary to what the software scope indicates.)
 
I usually nest my final seq and place the broadcast safe on the nest. That I can change the setings of the BS filter and get the desired results. And also change filters even remove some in the edited seq without having to worry about removing or duplicating the BS on individual clips accidentally.

Then I render the nested BS seq. This way if I make chages to the original edit, only the changes need render.
